REALM 20 · 8 Ontological Pillars · 36 Micro-Realms
The Secondary Engine of Structural Transformation
As Nicholas Kaldor demonstrated, industry—and especially manufacturing—is the primary engine of dynamic productivity growth, mass job creation, and technological spillovers. Realm 20 deconstructs India's secondary sector across its eight syllabus pillars: the theory and trajectory of **Industrialisation**, the scale and competitiveness of **Manufacturing**, the evolution of **Industrial Policy**, the strategic anchor of the **Public Sector**, the dynamism of the **Private Sector**, the decentralised backbone of **MSMEs**, the logistics spine of **Infrastructure**, and the frontier of **Industrial Technology**.

Core Realm 20 Distinctions
In National Accounts, the broad Industrial (Secondary) Sector comprises four sub-sectors: (1) Manufacturing, (2) Construction, (3) Electricity, Gas & Water Supply, and (4) Mining & Quarrying. While the broad Industrial sector accounts for ~27–28% of GVA, Manufacturing specifically accounts for ~17% of GVA—which is the target of the 25% National Manufacturing Policy goal.
Index of Industrial Production (IIP) vs. Annual Survey of Industries (ASI)IIP (compiled monthly by NSO, base year 2011–12) is a high-frequency volume index measuring short-term production changes in Mining, Manufacturing, and Electricity (within which the 8 Core Industries carry a 40.27% weight). ASI is a comprehensive annual survey of registered factories (under the Factories Act 1948) measuring capital, employment, wages, and value added.
Pre-2020 Capital Subsidies vs. Post-2020 Production-Linked Incentives (PLI)Traditional subsidies rewarded input investment (land/machinery) regardless of whether the factory produced efficiently. PLI Schemes are outcome-based: incentives (4–10%) are disbursed only after a firm achieves verified minimum investment and incremental sales targets over a base year.
