PMO

The Prime Minister's Office, Extraconstitutional Power & The Cabinet Secretariat

PART I — THE APEX OFFICE

ORIGIN & STRUCTURE

Organisation

  • Originating in 1947 as the Prime Minister's Secretariat (PMS), it was renamed the **Prime Minister's Office (PMO)** during the Morarji Desai government in 1977.
  • It is an **extra-constitutional body** (not mentioned in the Constitution) but holds the status of a department under the Allocation of Business Rules.
  • **Hierarchy:** Politically headed by the Prime Minister. Administratively headed by the **Principal Secretary**, supported by advisors, joint secretaries, and officers from civil services.
THE NERVE CENTER

Functions

  • Acts as the "think tank" and chief executive arm of the PM. It aids the PM in all responsibilities as the head of government.
  • Deals with all references that, under the Rules of Business, have to come to the PM.
  • Handles administrative aspects of the PM's direct charge ministries (like Space, Atomic Energy, Personnel) and manages the PM's National Relief Fund (PMNRF).
  • *Exception:* It does not handle cabinet matters (that's for the Cabinet Secretariat).

PART II — POWER DYNAMICS

THE SUPER CABINET

Concentration of Power

  • Over decades, the PMO has evolved from a simple clerical agency to the most powerful hub of policy-making in India.
  • Critics sometimes refer to it as a "Super-Cabinet," a "micro-cabinet," or a parallel government, as it centralizes decision-making and sometimes overshadows individual ministries.
  • The strength of the PMO largely depends on the political authority and personality of the Prime Minister holding office.
THE JURISDICTIONAL LINE

PMO vs Cabinet Secretariat

  • **PMO:** Acts as the *personal staff* to the Prime Minister. Focuses on the PM's individual priorities, political strategies, and direct-charge departments.
  • **Cabinet Secretariat:** Acts as the institutional mechanism for the *entire Council of Ministers*. Focuses on inter-ministerial coordination, circulating Cabinet agenda, and enforcing the Allocation of Business Rules.
  • While the PMO is the center of power, the Cabinet Secretariat is the primary coordinator of the government machinery.
