Administrative Reform

Breaking Red Tape, Citizen-Centricity & Mission Karmayogi

PART I — THE PARADIGM SHIFT

2ND ARC RECOMMENDATIONS

The Need for Reform

  • India inherited a colonial bureaucracy designed for control and revenue collection (the "Mai-Baap" syndrome), rather than public service.
  • **Max Weber's rigid model** created red tape, hierarchical bottlenecks, and systemic apathy toward the common citizen.
  • The **2nd Administrative Reforms Commission (ARC)**, headed by Veerappa Moily (2005), laid the blueprint for transitioning from a "ruler-subject" mindset to a modern "service provider-citizen" model.
SEVOTTAM MODEL

Citizen-Centric Administration

  • Places the citizen exactly at the center of the administrative machinery.
  • **Tools:** **Citizen's Charters** (public declarations of service standards and timelines) and the **Sevottam Model** (a framework for assessing service delivery quality).
  • **Public Service Guarantee Acts** passed by several states explicitly fine bureaucrats for failing to deliver services (like caste certificates or ration cards) within a stipulated time limit.

PART II — METRICS & CAPACITY

OUTCOMES OVER OUTLAYS

Performance Management

  • Historically, bureaucrats were evaluated based on subjective traits (the Annual Confidential Report or ACR).
  • Reform replaced this with the **Performance Appraisal Report (PAR)** and the **360-degree appraisal** mechanism, measuring measurable output and peer feedback.
  • **Results Framework Document (RFD):** Ministries must now define clear objectives and measure success by *outcomes* (impact on the ground), not just *outlays* (money spent).
RULES TO ROLES

Mission Karmayogi

  • The National Programme for Civil Services Capacity Building (NPCSCB) launched to comprehensively reform HR management in government.
  • **Core Philosophy:** Shifting from "Rules-based" administration to **"Roles-based"** human resource management.
  • Emphasizes continuous, life-long learning and digital capacity building via the iGOT platform, ensuring civil servants are domain-competent and behaviorally aligned with modern citizen needs.
  • Accompanied by **Lateral Entry** reforms to inject specialized private-sector talent directly into joint-secretary level policy-making roles.
