Integration: Junagarh
Accession Crisis · Arzi Hukumat & Plebiscite · Constitutional Consequences
The First Test of Popular Sovereignty (1947–1949)
Surrounded on land by Indian states in Kathiawar and housing an 82% Hindu population, Junagarh became Independent India's first territorial crisis when Nawab Mahabat Khanji III and Dewan Shah Nawaz Bhutto announced accession to Pakistan on August 15, 1947. Resolved through economic blockade, the popular *Arzi Hukumat* uprising, and an internationally observed **February 1948 Referendum** (where 1,90,779 out of 1,90,870 voted for India), Junagarh established the constitutional precedent that popular sovereignty overrides autocratic whim.

Core Distinctions (High-Yield)
Junagarh (Accession to Pakistan) vs. Hyderabad (Bid for Independence)Unlike the Nizam of Hyderabad who sought independent sovereign status, the Nawab of Junagarh actually signed an Instrument of Accession with Pakistan on Aug 15, 1947 (accepted by Pakistan on Sept 13), making the February 1948 Referendum essential to annul the Nawab's act via popular sovereignty.
Arzi Hukumat (Popular Provisional Govt) vs. Official Indian TakeoverThe Arzi Hukumat (formed Sept 25, 1947 under Samaldas Gandhi) was a popular citizen movement that liberated 106 villages, whereas the Official Indian Administration entered Junagarh on Nov 9, 1947 at the written invitation of Dewan Shah Nawaz Bhutto after the Nawab fled.
Mangrol vs. Babariawad Constitutional StatusBabariawad was a cluster of estates whose landholders had attached-state treaties with the British; Mangrol was a tributary state whose Sheikh claimed independence upon the lapse of paramountcy. India's liberation of both on Nov 1, 1947 established that sub-imperial suzerainty died with the British Crown.
Ontological Progression
With Junagarh integrated through popular revolt and the ballot box in February 1948, Sardar Patel turned to the largest and wealthiest holdout in the heart of the Deccan plateau: the Nizam's Hyderabad.
