Investing in People: The Human Capital & Justice Architecture

Economic growth is a means; human flourishing is the end. Across six foundational pillars—**Education**, **Health**, **Poverty Reduction**, **Employment**, **Human Development**, and **Social Justice**—Realm 15 traces how Indian planning evolved from treating social outlays as residual welfare expenses in the early plans to placing human capability, statutory rights (RTE, MGNREGA, NFSA), and targeted empowerment (SCSP, TSP, Gender Budgeting, JAM-DBT) at the core of national development.

I. EDUCATION → II. HEALTH → III. POVERTY REDUCTION → IV. EMPLOYMENT → V. HUMAN DEVELOPMENT → VI. SOCIAL JUSTICE

Core Realm 15 Distinctions

Human Capital Approach vs. Human Development (Capability) Approach

The Human Capital Approach treats education and health as means/instruments to raise worker productivity and GDP output. The Human Development Approach (Sen & Haq) treats human beings as the ultimate ends of development—valuing education and health intrinsically because they expand human freedom to lead lives people have reason to value, regardless of GDP impact.

Tribal Sub-Plan (TSP, 1974) vs. Special Component Plan (SCSP, 1979)

Tribal Sub-Plan (TSP) was introduced in the 5th Plan (1974) on the recommendation of the S.C. Dube Committee, while the Special Component Plan for Scheduled Castes (SCSP) was introduced in the 6th Plan (1979). Under the 2005 Narendra Jadhav Task Force guidelines, Central Ministries and States must earmark plan funds at least in proportion to the SC (~16.6%) and ST (~8.6%) share in the population.

Women's Component Plan (1997) vs. Gender Budgeting (2005–06)

The Women's Component Plan (9th Plan, 1997) earmarked 30% of developmental funds for women in women-related sectors. In 2005–06, this evolved into a comprehensive Gender Budget Statement across the Union Budget—divided into Part A (schemes with 100% allocation for women) and Part B (schemes with at least 30% allocation for women).
