Economic Development
REALM 24 · 6 Ontological Pillars · 36 Micro-Realms
Growth Plus Qualitative Transformation & Human Freedom
While economic growth is a quantitative expansion of output, **Economic Development** is the multidimensional, qualitative transformation of an economy and society that raises human well-being and expands substantive freedoms. Realm 24 deconstructs this core syllabus domain across its five explicit pillars—**Meaning**, **Structural Transformation**, **Living Standards**, **Social Development**, and **Human Capabilities**—crowned by a sixth pillar on **Sustainability, Freedom & Governance**.

Core Development-Theory Distinctions
1. Commodity: A physical good or income (e.g., a book or a packet of rice). 2. Functioning: What a person actually manages to do or be with that commodity (e.g., being literate or being well-nourished), which depends on personal/social conversion factors. 3. Capability: The substantive freedom and set of real opportunities a person has to choose between different functionings (e.g., a rich person fasting has the capability to eat, whereas a starving pauper does not, even though both have the same current functioning of not eating).
Basic Needs Approach (1970s) vs. Capability Approach (1990s)The Basic Needs Approach (Paul Streeten / ILO) focused on provisioning minimum quantities of commodities (food, shelter, clothes, water) to the poor. Sen's Capability Approach moved beyond commodity bundles to focus on human agency, substantive freedoms, and what people are empowered to do and be.
UNDP's Five Types of "Un-Developmental" Growth (1996 HDR)1. Jobless Growth: output expands without creating employment. 2. Ruthless Growth: fruits of growth accrue only to the rich while the poor struggle. 3. Voiceless Growth: growth without democracy or political empowerment. 4. Rootless Growth: growth that destroys cultural identity. 5. Futureless Growth: growth that squanders natural capital needed by future generations.
