Central Secretariat
The Headquarters, Policy Formulation, Coordination & The Tenure System
PART I — THE NERVE CENTER
THE COLLECTIVE UMBRELLA
Structure & Organization
- The **Central Secretariat** is not a single building, but the collective name given to all the Ministries and Departments of the Government of India.
- It acts as the headquarters of the Union Government.
- The structural foundation rests on the **Split System**, which strictly separates policy-making (done by the Secretariat) from policy execution (done by attached/subordinate offices).
THE BRAIN OF THE UNION
Core Functions
- **Policy Formulation:** Assists ministers in drafting policies, preparing legislative agendas, and creating rules/regulations.
- **Sectoral Planning & Budgeting:** Prepares the departmental budget and long-term plans.
- **Supervision & Control:** Acts as a clearinghouse of data. It monitors the execution of policies by field agencies and evaluates program results, ensuring executive accountability.
PART II — SYNCHRONIZATION & MANPOWER
PREVENTING SILOS
Policy Coordination
- A government is a vast, complex machine. Policies of one ministry frequently impact another (e.g., Finance impacts Defence).
- The Secretariat ensures inter-ministerial coordination before a policy goes to the Cabinet.
- If disputes arise between departments, they are resolved through inter-departmental committees or ultimately cleared by the **Cabinet Secretariat**, ensuring the government speaks with one voice.
THE MAXWELL RULE
The Tenure System
- Introduced during British rule (Lord Curzon/Maxwell Committee), the Secretariat is staffed using the **Tenure System**.
- The Center does not have its own exclusive cadre of senior officers. Instead, officers from the All India Services (IAS, IPS) and Central Services are borrowed from State cadres for a fixed tenure (usually 3 to 5 years).
- **Purpose:** Prevents officers from losing touch with ground realities. When they return to the states, they bring national perspective; when they come to the Center, they bring grassroots experience.
