ECONOMIC GEOGRAPHY → REALM 17: REVOLUTIONS → PRODUCTION SURPLUS → PRICE CRASH RISK → MSP INTERVENTION → FCI PROCUREMENT → MARKET DISTORTION → INCOME TRANSITION (DBT)

SUB-WORLD I — FOUNDATIONS OF PRICE POLICY

Concepts, MSP & Cost Calculation (18.01 – 18.09)
MICRO-REALM 18.01

Minimum Support Price (MSP)

  • Government guaranteed floor price
  • Protects farmers from bumper-crop price crashes
  • Announced before sowing season (22 crops)
MICRO-REALM 18.02

CACP Commission

  • Commission for Agricultural Costs and Prices
  • Recommends MSP based on cultivation costs
  • Balances farmer profit with consumer inflation
MICRO-REALM 18.03

Cost Concepts (A2, FL, C2)

  • A2: Paid out costs (Seeds, fertilizers)
  • A2+FL: Adds imputed value of family labour
  • C2: Comprehensive cost (includes rent/interest)
MICRO-REALM 18.04

Fair & Remunerative Price

  • FRP specific to Sugarcane
  • Statutorily binding on sugar mills to pay farmers
  • Linked to basic sugar recovery rate
MICRO-REALM 18.05

Market Intervention Scheme

  • Ad-hoc safety net for horticultural/perishable crops
  • Not covered under regular MSP
  • Triggered during severe price crashes
MICRO-REALM 18.06

Open Market Price

  • Determined strictly by supply and demand
  • Highly volatile due to weather shocks
  • Often falls below MSP post-harvest
MICRO-REALM 18.07

Price Floor vs Ceiling

  • Floor (MSP): Protects producers from low prices
  • Ceiling (Issue Price): Protects consumers from high prices
  • Squeezes the margin, requiring state subsidy
MICRO-REALM 18.08

Terms of Trade (TOT)

  • Ratio of prices farmers receive vs prices they pay
  • Unfavorable TOT drains wealth from rural areas
  • MSP tries to correct this structural imbalance
MICRO-REALM 18.09

Income vs Price Guarantee

₹
DBT
  • Price guarantee (MSP) distorts crop choices
  • Income guarantee (DBT) is crop-neutral
  • The ongoing policy transition debate

SUB-WORLD II — PROCUREMENT & PUBLIC DISTRIBUTION

FCI, Buffer Stocks & Food Security (18.10 – 18.18)
MICRO-REALM 18.10

Food Corporation of India

  • Nodal agency for procurement and storage
  • Maintains strategic national buffer stocks
  • Executes the operational price policy
MICRO-REALM 18.11

Open-Ended Procurement

  • FCI buys whatever quantity farmers offer at MSP
  • Primarily functional for Wheat and Rice
  • Leads to massive excess stock accumulation
MICRO-REALM 18.12

Buffer Stock Norms

  • Minimum grain required for operational PDS
  • Strategic reserve for crop failure/war
  • Actual stocks often exceed norms by 2x-3x
MICRO-REALM 18.13

Decentralized Procurement

  • DCP scheme (State governments procure locally)
  • Saves FCI transit and storage costs
  • Expands MSP benefits to non-traditional states
MICRO-REALM 18.14

Economic Cost of Foodgrains

  • MSP + Procurement Incidentals + Distribution Cost
  • Significantly higher than open market price
  • Drives the fiscal food subsidy burden
MICRO-REALM 18.15

Food Subsidy Bill

  • Difference between Economic Cost and Central Issue Price (CIP)
  • One of the largest components of revenue expenditure
  • Ensures NFSA compliance
MICRO-REALM 18.16

Public Distribution System

  • Network of Fair Price Shops (FPS)
  • Distributes subsidized grain to BPL/AAY families
  • Consumer side of the price policy
MICRO-REALM 18.17

Transit & Storage Losses

  • Massive wastage due to inadequate CAP (Cover & Plinth) storage
  • Rodent damage, moisture, pilferage
  • A key inefficiency in the FCI model
MICRO-REALM 18.18

Shanta Kumar Committee

  • Recommended restructuring FCI
  • Outsourcing storage to private silos
  • Gradual shift to direct cash transfers

SUB-WORLD III — MARKET DISTORTIONS & IMPACTS

Ecological & Economic Unintended Consequences (18.19 – 18.27)
MICRO-REALM 18.19

Cropping Pattern Skew

  • MSP guarantees make Wheat/Paddy highly lucrative
  • Crowds out pulses, oilseeds, and coarse cereals
  • Creates severe nutritional and import imbalances
MICRO-REALM 18.20

Groundwater Depletion Link

  • Assured procurement incentivizes water-guzzling paddy
  • Punjab/Haryana water tables crashing
  • Price policy driving ecological disaster
MICRO-REALM 18.21

Regional Procurement Bias

  • Historically concentrated in North-West India
  • Eastern Indian farmers sell below MSP
  • Exacerbates regional income inequality
MICRO-REALM 18.22

Private Trade Crowding Out

  • Massive FCI operations dominate the market
  • Disincentivizes private investment in storage/warehousing
  • Creates a monopsony-like state buyer
MICRO-REALM 18.23

Cobweb Phenomenon

  • Farmers base sowing on previous year's prices
  • High price → Overproduction → Price crash
  • Vicious cycle of glut and shortage (Onion/Tomato)
MICRO-REALM 18.24

WTO & Amber Box

  • MSP considered trade-distorting subsidy
  • Subject to 10% de minimis limit under AoA
  • India invokes "Peace Clause" for food security
MICRO-REALM 18.25

Inflation Targeting

  • High MSP pushes up Food CPI inflation
  • RBI faces pressure in monetary policy
  • Conflict between farmer income and urban inflation
MICRO-REALM 18.26

APMC Mandi Tax

  • High state-level levies on procured grain
  • Punjab/Haryana extract massive revenue from FCI
  • Distorts national agricultural market integration
MICRO-REALM 18.27

Middlemen (Arhtiyas)

  • Commission agents intercepting value
  • Control informal credit networks
  • Farmers forced to sell through them at mandis

SUB-WORLD IV — INCOME PARADIGM & FUTURE

Transitioning from Price Support to Income Support (18.28 – 18.36)

Core Ontological Distinctions

Price Guarantee vs. Income Guarantee

A Price Guarantee (MSP) forces the government to buy crops, distorting market prices and incentivizing water-guzzling crops. An Income Guarantee (DBT/PM-KISAN) gives cash directly to the farmer regardless of what they grow, leaving market prices to be set by supply and demand.

A2+FL Cost vs. C2 Cost

A2+FL covers actual paid-out costs plus the imputed value of family labour (the current basis for MSP set at 1.5x). C2 is the comprehensive cost, including the foregone rent on owned land and interest on fixed capital (demanded by farmer unions but currently not the baseline).

Physical Procurement vs. Price Deficiency Payment

Physical Procurement requires the FCI to build massive silos, buy grain, and distribute it via PDS (high leakage/storage loss). Price Deficiency Payment (PDP) allows the farmer to sell to private traders; if the price falls below MSP, the government transfers the difference directly to the farmer's bank account.

The Price Policy Paradox

How solving a 1960s food shortage created a 2020s ecological crisis.
