The Republic Map
UNION · STATE · LOCAL / THE OPERATIONAL GEOGRAPHY OF INDIA
Where does a decision actually go after it leaves Delhi?
A policy may be conceived nationally, legislated or financed through different institutions, adapted by a state, administered through districts, and finally encountered by a citizen at a village, town or city office. Three levels. Many directions. One Republic.

The 73rd and 74th Amendments constitutionalised Panchayats and Municipalities as institutions of local self-government. Their powers depend significantly on state legislation and devolution.
Who Governs What?
India divides legislative and executive responsibilities through a constitutional distribution of powers, with considerable overlap and interaction. It is not simply "Union does A, State does B."
UNION SUBJECTS
Matters principally assigned to the Union framework (e.g., Defence, Foreign Affairs, Currency).
STATE SUBJECTS
Matters principally assigned to States (e.g., Police, Public Health, Agriculture).
CONCURRENT SUBJECTS
Areas where both Union and State legislation can operate (e.g., Criminal Law, Education).

Implementation is where policy encounters geography, institutions, money, people and reality.
Delhi is not India.
Who actually delivers the service?
Sometimes a Union agency. Sometimes a State department. Sometimes a local body. Often several institutions together.

A Republic is not a single building. It is a geography of institutions.
Parliament writes laws.
Governments formulate policy.
Departments administer it.
Districts coordinate it.
Local institutions bring government close to the citizen.
THE MAP IS NOT THE GOVERNMENT. THE INSTITUTIONS ARE.
